Ilocos Sur (Ilocano: Makin-abagatan nga Ilocos) is a province in the Philippines located in the Ilocos Region in Luzon.Its capital is the city of Vigan, located on the mouth of the Mestizo River.Ilocos Sur is bordered by Ilocos Norte and Abra to the north, Mountain Province to the east, La Union and Benguet to the south and the South China Sea to the west.

CASE STUDY ON Statement of the problem This study aimed to look the perceptions of the implementers and farmers in the impact of implementation of Republic Act 7171 in the province of Ilocos Sur. Scope and Limitation The analysis of this study was focus on the impact of implementation of RA 7171 in the province of Ilocos Sur and its perceived effects on economic, social and the quality/quantity of produce. Republic Act 7171, or “An Act to Promote the Development of the Farmers in the Virginia Tobacco-Producing Provinces,” was enacted in 1992 through the efforts of Ilocos Sur Rep. Luis “Chavit” Singson (who would become governor for nine years after that).
